Act May 6th, 1882
I, G. Debney, Master of the Steamship City of Puebla do solemnly, sincerely, and truly swear that the following List or Manifest, subscribed by me, and now delivered by me to the Collector of the Customs of the Collection District of San Francisco, is a full and perfect list of all Chinese passengers taken on board the said vessel at Port Townsend from which port said vessel has now arrived, and they have not landed at any foreign port or place during the voyage, and of all such passengers now on board said vessel, and that on said List is truly designated the names and other particulars, as shown by their respective certificates.So help me God. There are two separate pages for this ship's arrival, for passengers from Victoria, B.C. and
 another for passengers from Port Townsend, Wash.

The first two paragraphs above are printed as part of the form for this list.  The next 
 paragraph and its heading is stamp placed on the page and then completed.  The following paragraph 
 is also a stamp placed on the body of the page and then completed.

The cover sheet for this list has two hand written notes.  
Upon proper identification of the parties they can be landed under Dept. order of Dec 20, 1888
 provided they have cerrtificates of registration on their person and certify they are merchants.

 I have this day landed the within named Chinese persons, holding,in the order of their names,
  certificate numbers 87808 and 36156*.

The pages on this film are not numbered so finding a particular ship can be difficult.  
 However, there appears to be a system of numbering the manifests.  These numbers are
 included in the identification of the film and reel numbers below.

The following columns had identical entries for all passengers and so were not included in 
the table:
 Complexion=Dark
 Color of Eyes=Dark brown
 If accredited oficers of Chinese Government, state facts=no entries
