I, G. Debney, Master of the Steamship City of Puebla do solemnly, sincerely, and truly swear that the following List or Manifest, subscribed by me, and now delivered by me to the Collector of Customs of the Collection District of San Francisco, is a full and perfect list of all Chinese passengers taken on board the said steamer at Port Townsend from which port said steamship has now arrived, and they have not landed at any foreign port or place during the voyage, and of all such passengers now on board the said steamship, and that on said List is truly designated the names and other particulars, as shown by their respective certificates.So help me God. * An asterisk indicates an error on the part of the original recorder, not the transcriber,
  or calls attention to additional information in the transcriber notes.

There are three separate pages for the same arrival of this ship because it carried
 Chinese passengers from a foreign port, Victoria, and a US port, Port Townsend as well 
 as non-Chinese passengers.  The three sets of passengers required different documentation
 and paperwork.

The cover sheet for this list has two hand written notes and two stamps.  
 Respectfully request to the Collector for a ruling as to the right of the
  within named Chinese to land.

There is no entry for No of Certificate

According to the National Archives branch in San Bruno, California it is possible that they
 have some information on any Chinese passenger who arrived in San Francisco after 1886.
