I, Gerard Debney, Master of the Steamship City of Puebla do solemnly, sincerely, and truly swear that the following List or Manifest, subscribed by me, and now delivered by me to the Collector of the Customs of the Collection District of San Francisco, is a full and perfect list of all Chinese passengers taken on board the said vessel at Port Townsend from which port said vessel has now arrived, and they have not landed at any foreign port or place during the voyage, and of all such passengers now on board said vessel, and that on said List is truly designated the names and other particulars, as shown by their respective certificates.So help me God. The date entered in the third paragraph is difficult to interpret. There is a clear 7 written before the word Dec. It is possible that something precedes the 7 because there is a smear that could be another digit. Also there is a 2 written between the line on which the date appears and the line on which the signature is written. The pages on this film are not numbered so finding a particular ship can be difficult. However, there is a system of numbering the manifests that is a part of the National Archives file system on Chinese persons. These numbers are included in the identification of the film and reel numbers below. The first two paragraphs above are printed as part of the form for this list. The next paragraph and its heading is a piece of paper attached to the page. The following paragraph is a separate stamp placed on the body of the page and then completed. The cover sheet for this list has two hand written notes and two stamps. Respectfully request to the Collector for a ruling as to the right of the within named Chinese to land. (signature) LW Garkill, Deputy Collector Allow landing under Dept telegram of Nov 21, 1888 (signature) EB Jerome The stamps: Inspector Presbury On identification land the within named chinese(sic) person in accordance with foregoing. (signature) LW Garkill, Dec 7, 1892 I certify that I have this day landed the within named Chinese person. (signature) WW Presbury, Chinese Inspector Dec 27, 1892* This is the date entered by Mr Presbury. It appears to be incorrect. The following columns had identical entries for all passengers and so were not included in the table: No of Certificate=no entries Complexion=Yellow Color of Eyes=Dark If accredited officers of Chinese Government, state facts=no entries According to the National Archives branch in San Bruno, California it is possible that they have some information on any Chinese passenger who arrived in San Francisco after 1886.
