Act May 6th, 1882
I, G Debney, Master of the Steamship City of Puebla do solemnly, sincerely, and truly swear that the following List or Manifest, subscribed by me, and now delivered by me to the Collector of Customs of the Collection District of San Francisco, is a full and perfect list of all Chinese passengers taken on board the said steamer at Port Townsend from which port said steamship has now arrived, and they have not landed at any foreign port or place during the voyage, and of all such passengers now on board the said steamship, and that on said List is truly designated the names and other particulars, as shown by their respective certificates.

I hereby certify the above to be correct and that the certificates of Victoria Chinamen have been compared by me with the Register on file at the Customs House at Port Townsend and are found to be correct.

The cover sheet shows Oct 22 as the arrival date.
 
There are two separate pages and numbers for the same arrival of this ship because it carried
 Chinese passengers from a foreign port, Victoria, and a US port, Port Townsend.  The two sets
 of passengers required different documentation and paperwork.

The first two paragraphs above are printed as part of the form for this list.  The next 
 paragraph and its heading are a stamp added to the page and then completed.  

The pages on this film are not numbered so finding a particular ship can be difficult.  
 However, there is a system of numbering the manifests that is a part of the National
 Archives file system on Chinese persons.  These numbers are included in the identification 
 of the film and reel numbers below.

There are two handwritten notes and a stamp on the cover sheet:
 Respectfully request to the Collector for a ruling as to the right 
  of the Enclosed Chinese to land. (signature) W. Garfield
 Allow landing under Dept Circular of Nov 21, 1880 (signature) EB Jimne

 (stamp) I certify that I have this day landed the within named Chinese

According to the National Archives branch in San Bruno, California it is possible that they have
 some information on any Chinese passenger who arrived in San Francisco after 1886.
