Act May 6th, 1882
I, George MacKinnon, Master of the Colon do solemnly, sincerely, and truly swear that the following List or Manifest, subscribed by me, and now delivered by me to the Collector of the Customs of the Collection District of San Francisco, is a full and perfect list of all Chinese passengers taken on board the said vessel at Panama from which port said vessel has now arrived, or that have been taken on board the said vessel at any foreign port or place, and of all such passengers now on board said vessel, and that on said List is truly designated the names and other particulars, as shown by their respective certificates.So help me God. The pages on this film are not numbered so finding a particular ship can be difficult.  
 However, there is a system of numbering the manifests that is a part of the National
 Archives file system on Chinese persons.  These numbers are included in the identification 
 of the film and reel numbers below.

The departure port is listed as simply "Panama."  Research indicates this refers to Panama City.

The cover sheet has the following:

     Land the within named Chinaman who has been in the U.S. Navy service
         (signature) JJ Tobin, Deputy Collector of Customs

         (signature) D.W. Grant  June 14, 1895

1 Passenger is described as "Cook US Navy In transit to USS Independence."  There is a note:
   "Landed as enlisted man in US Navy, as per letter of Capt. HL Harrison hereto attached, by
   Inspector DW Grant  June 14, 1895." The attached letter is below.

    Sirs:
       Upon the arrival of the "Colon" at San Francisco, one Ah Wing, a Mess Attendant in the
    U.S. Navy, a passenger, was not permitted to land by the Customs authorities.
       Ah Wing is an enlisted man in the U.S. Navy and has been in the service for the past 
    twenty years.  He is now on his way from the U.S.S. "Ranger" to report on board the 
    U.S.S. "Independence" at the Station for his discharge.
       Reference is made to his enlistment record, left in his possession for identification 
    by the US Customs authorities.
       Please permit him to land and to continue his journey in accordance with his orders,
    after investigation.
