Sulzberg is a village near Bregenz (Lake on Constance, Switzerland/German border).
Joseph Bernard Schmelzenbach asked for official permission to emigrate to America
in December 1854. On Dec. 29, 1854 the government asked the mayor of Sulzberg if
the commune was willing to pay for the passage to America for Joseph Schmelzenbach
because he could not afford it and otherwise he is not permitted to leave the country.
On January 15, 1855 Joseph received permission. Although it is not mentioned in the
files, the commune must have been willing to pay the passage to America because Joseph
had no money and if he gets older and will not be able to work any more, the commune
has to take care of its members. It was cheaper to pay the ship passage than the old
age relief for Joseph, because once people were gone they hardly ever came back.
