I, Thomas Kelly, do solemnly, sincerely and truly swear that the within List or Manifest, subscribed with my name, contains to the best of my knowledge and belief, a just and true account or report of all the passengers taken on board the Barque Roanoke at Rio de Janeiro or at any other foreign port, or at sea and brought in said Barque into any district of the United States, since the departure from said port of Rio de Janeiro.
