I, C. A. Masson, do solemnly, sincerely and truly swear that the following List, subscribed by my name contains to the best of my knowledge and belief, a just and true account or report of all passengers who have been taken aboard this ??? at Santiago de Cuba or at any other foreign port or at sea and brought in said schooner into any district of the United States, since the departure from said port of ???

The Declaration is not complete and has two blanks in it which should
  show the ship's name.
Collector's name is not legible.
Per the National Archives cover sheet the date for this ship is 27 April 1849,
 although internally there are dates of 04-02-1849 on small tabs typewritten as
 04-02-1849.  The hand written dates are not totally legible.
