The use of a question mark indicates the letter is indecipherable.
Passenger #3, This letter looks to be a Z, having a looping tail below the 
  line, but does not look like the Y's in other names.
Written in the space between passenger #4 and #5 is. "A5420997" between 
  the names, then starting again at the space for the age is "1-404 iss 
  10-21-53 to San Diego for appcit"
Passenger #9, the ink is smired, first letter of the name could be a T, 
  last letter could be "o" or "or".
Passenger #12, this letter looks like it could be an "r".
